Dr. Erica Weir, Public Health Physician and Associate Professor in the Department of Public Health Sciences (PHS) delivered this lecture describing a framework for public health emergency planning and preparedness to a class of PHS students on March 23, 2020. The lecture answers four questions: what is a public health emergency; what are the legal responsibilities at the local level; how does a local health organize response; and how does the public health system prepare for a pandemic.
