Critics including the UN and the EU claim Rwandan-backed M23 rebels are smuggling minerals like coltan and gold into Rwanda.
The European Union has responded by sanctioning Rwanda's mine chief, but Kigali denies wrongdoing, insisting its focus is on modernizing its own industry.
