A person who is legally accountable and not yet a Muslim is obliged to immediately embrace the religion of Islam. Every accountable Muslim must always remain steadfast in Islam, fulfill all obligatory duties, and avoid all prohibitions. An accountable person is one who is pubescent and sane, and to whom the call OF Islam has reached. Puberty for a male happens by either the emission of semen or reaching fifteen lunar years. For a female, puberty happens by one of three signs: the emission of semen which is having an orgasm, reaching the lunar age of fifteen, or menstrual bleeding. As for sanity, it means the person is not insane. The one to whom the call of Islam has reached is the one who has received the basic message of Islam, that is, the two testimonies of faith, which are that no one deserves to be worshipped except Allah, and that Muhammad is the Messenger of Allah or what gives this meaning in a language he understands. It is not a condition that the person has received detailed evidence or explanations. Rather, if a person is pubescent, sane, and has received the call of Islam, it becomes obligatory for him to enter Islam immediately. If they fail to do so and die upon disbelief, they won’t be saved in the hereafter. However, if someone is pubescent and sane, but the call of Islam has not reached them, then in the Hereafter, they bear no responsibility—that is, they are not punished in the hereafter. Similarly, a child who dies before puberty is saved in the Hereafter, even if he was worshipping idols. Likewise, an insane person who lived his entire life in a state of insanity, meaning they became insane before puberty and remained so until death, will enter Paradise without punishment. Embracing Islam is simple, it is enough to believe in the heart in the meaning of the two testimonies, along with uttering them verbally, whether in Arabic or another language, even if the person knows Arabic. The person says, "I bear witness that no one is God except Allah, and I bear witness that Muhammad is the Messenger of Allah," or anything that gives this meaning.
However, if someone believes in their heart but does not utter the testimonies, they do not become Muslim. And likewise, if someone utters the testimonies with the tongue but does not believe in his heart, he is not a Muslim in the judgment of Allah.
