TV-Ostankino, or OITV, was a Russian TV broadcaster that broadcasted on Channel 1 during 1991 and 1994 after the Soviet Union dissolved in 1991 and the Soviet main broadcaster during Soviet times, TB CCCP (or TV USSR in English) ceased broadcasts in 1991 (TV USSR ran on Channel 1 before the Soviet dissolution).
This video shows the sign in and sign off as during those times, TV stations stopped broadcasting by night before 24/7 broadcasts came into being with cable TV.
The sign-off includes loud beeping noises because Russian (actually Soviet) Television sets at that time were notorious for exploding in houses if they were left on overnight or for long periods of time.
