Jiuhua Pavilion can be reached by progressing to Chapter 2. From the beginning of 2.2, you need to wait 6 days for Chapter 2 to unlock.

You can also use the deer outfit to float up to Jiuhua Pavilion. It works in co-op mode as well.

The door at the base of Wangyou Tower should lead to the Garden of Eternal Daylight. Seems to be a social space (always multiplayer) similar to the soiree at Serenity Island.
