Speaking exclusively to NDTV, the Kanpur Police Chief Raghubir lal said Shivam Mishra's name emerged during investigation through CCTV footage and vehicle ownership details, explaining that his name was missing from the initial FIR because injured complainants did not know the driver's identity.
