One year into President Donald Trump’s second-term trade and tariff wars, what was once considered strategic alignment with the U.S. is increasingly treated as a strategic vulnerability. At Davos and Munich, Canadian Prime Minister Mark Carney and German Chancellor Friedrich Merz signaled a similar shift: Middle powers are coordinating more closely to avoid overreliance on any single great power. European officials, business leaders and security experts described a continent that no longer assumes stability in its economic relationship with the United States. India is drawing closer to the European Union even as it strikes a new deal with Washington.
More uncertainty in trade relations lies ahead: A U.S. Supreme Court ruling has limited the scope of executive tariff authority, while Trump prepares for a high-profile visit with Chinese President Xi Jinping in April.
In this live briefing, Josh Rogin, WPI lead global security analyst, and Nazak Nikakhtar, national security chair at Wiley Rein LLP and WPI Global Security Council member, discussed the Supreme Court’s decision to invalidate the tariffs imposed under International Emergency Economic Powers Act (IEEPA), and the Trump administration moves and plans to recreate the tariffs under different authorities, how trading partners have been adjusting to the second-term tariff policies, and expectations for the meeting in April between Trump and Xi.
