Residents at Suburban Mobile Home Park in Antioch are once again protesting their out-of-state landlord, saying months after their concerns first made headlines, they are still waiting for answers.
Tenants, along with activists and supporters, will hold a protest and press conference at 10 a.m. Wednesday at the park on Murfreesboro Pike. At the same time, organizations in North Carolina gathered in Durham to deliver a petition directly to the landlord, Jones Estates.
Jones Estates, a North Carolina investment firm, purchased the complex in 2021. Since then, residents say they have experienced ongoing problems, including water leaks, excessive rent increases, costly water bills reaching several hundred dollars, no on-site office to report issues, disrespect from management and limited parking.
The parking issue has become a major focus of the dispute.
Residents say a policy limiting households to two vehicles led to cars being towed, with fees of about $500 to retrieve them. The management company — owned by the same people as Jones Estates — contracts with Boswell Towing Company to enforce the policy and set fees.
Tenants say the towing policy made it difficult for people to get to work and created added stress for families, especially those with medical needs or work vehicles used in industries like construction.
In December 2024, residents formed a tenant union called Unidos Por Un Cambio, or United for a Change. The organizing began after neighbors stopped the towing of a single mother's vehicle — a mother who has a child with Down Syndrome — the same day the towing policy was implemented.
Nearly the entire complex participated in organizing efforts between December 2024 and March 2025. Residents say those efforts led to towing stopping and promises from Jones Estates to build a visitor parking lot and a children’s playground.
At the end of April 2025, Jones Estates promised to meet with residents in person. That town hall was scheduled in Smyrna, despite offers from Councilmember Tasha Ellis to hold it at a community center near the park. On the day of the meeting, hundreds of residents showed up. They were met with a heavy police presence. Residents say Ellis and their attorney were not allowed inside, and the landlord abruptly canceled the meeting.
Since then, residents say Jones Estates has gone “radio silent.”
Now, 100 households have signed a new petition asking the company to put several commitments in writing. Specifically, residents are requesting:
-Permission for up to four vehicles per household, as long as they fit in driveways and do not block streets.
-That work vehicles be counted within that four-vehicle limit.
-A timeline for construction of the promised visitor parking lot.
-The petition states residents want to live “without the constant fear” of towing fees and are asking for a response within ten days.
Residents say they believe transparent communication and cooperation are the way forward — but until they receive a response, they plan to keep pushing for answers.
