Initialement créé à la fin des années 1930 sous le nom de Parc municipal d’Arabkir, il a été rebaptisé Parc de la Victoire après la Seconde Guerre mondiale, en hommage à la victoire soviétique. Le complexe commémoratif a été inauguré en 1950 avec une statue de Staline, remplacée dans les années 1960 par l’emblématique statue de la Mère Arménie.

Entre 1983 et 1985, le parc a été entièrement reconstruit et a rouvert ses portes le 9 mai 1985, célébrant ainsi le 40ᵉ anniversaire de la Grande Victoire — un lieu où se mêlent héroïsme, mémoire et paix.
