A two percent tax on health care providers is the primary contributor to the Health Care Access Fund, created by the legislature in 1992. The tax will expire at the end of 2019, resulting in a significant loss of revenue that has paid for MinnesotaCare, Medical Assistance, and in 2017, the reinsurance program that helped to stabilize rates in the individual health insurance market. Senator Michelle Benson, chair of the Health and Human Services Committee, and lead DFL committee member Senator Tony Lourey join Capitol Report moderator Shannon Loehrke to review the challenges facing health care policymakers when $700 million dollars per year in tax revenue is no longer imposed on health care providers to fund the current health care efforts.
