This is from the Thinky Dailies puzzles from https://thinkygames.com/dailies which is a series of daily puzzles but it's a different puzzle each day so first thing to do is read the rules and then figure out how to solve it.
Note that to gain access the puzzles yourself you may have to solve an initial sign-up puzzle. I suggest doing that and trying the puzzles for yourself before coming back to watch this.
