Supporters enter stadiums with anticipation and passion, players perform under scrutiny, and officials are required to make rapid judgements that affect not only the integrity of the game but the safety of everyone present. Historical investigations into stadium disasters across different continents have demonstrated that serious incidents rarely begin with sudden chaos.
