On 9 May 1995, British Prime Minister John Major and US President Bill Clinton attended the annual Victory Day parade in Moscow's Red Square. The 50th anniversary of the Soviet Union's defeat of Nazi Germany came just four years after the collapse of the Soviet Union itself; the Russian Federation celebrated the anniversary with a large military parade in which Soviet symbols were conspicuously absent. On Lenin's mausoleum, the revolutionary's name was covered with greenery, while hammers and sickles were removed from flags.
This report captures a number of dynamics that would define the post-Cold War moment and lay the foundations for the state of relations between Russia and the West today. The West was making a concerted effort to bring Russia into the so-called rules-based international order, but Yeltsin's bloody war in Chechnya was unpopular at home and abroad, with Russian forces accused of deliberately targetting civilians. Meanwhile, Russia was voicing concerns to Western leaders about the expansion of NATO along its borders.
