For $20, you can get an old IBM System X3200 M3 system. The case of this system is quite solid and very close to the ATX case.
Here are notables mod to fit my OpenPOWER POWER9-based Blackbird workstation motherboard produced by Raptor:
The I/O needs trimming to fit ATX plate
The front USB needs cabling mod
The stock PSU is replaced with a 750W PSU
LED panel needs re-wiring
