Tommy meets Walt, the chief of police, the detectives, and the county attorney after arriving in Odessa. The county attorney wants to file a murder complaint against Cooper.
The county attorney continues, "Criminals can be victims, too, Tommy," when Tommy claims he found out from the hospital that Ariana's attacker died from a heart attack. One of the detectives claims Tommy had a heart attack as a result of the beating. Tommy then makes the case that, in Cooper's shoes, every man in the room would have acted in the same way.
The county attorney asks, "What about the victim's rights?" after Tommy informs the group about the backlash the county will receive from the residents of Midland and Odessa if they prosecute his son for rescuing Adriana from the sexual assault.
"That would be my family and that girl's family," Tommy responds. The only victim is that. A criminal may occasionally be a victim, but not when they are doing an fUCKing crime.

They all agree to dismiss the case after the chief of police states that no charges have been filed and the sheriff and county attorney say they don't mind if they aren't. Then Tommy visits Cooper and Ariana to inform them that the case is over and Cooper won't be prosecuted.
Tommy Announces A New Venture
While at Ariana and Cooper's house, Tommy calls a meeting of all his close friends and family to an-nounce that he has founded a new oil company, with Cooper as president and him serving as executive vice president (unless Cooper fires him), Nate as treasurer, Rebecca as chief operating officer and chief counsel, Dale as head of exploration, Thomas as drilling supervisor, Boss (Mustafa Speaks) as crew manager, and finally, he offers Ariana the role of office manager.
Tommy introduces the company's name, CTT Oil Exploration and Cattle, after everyone has accepted their new roles. Why Cattle? Tommy informs his father that it's simply "legal horses—t," and he tells his son that CTT stands for "Cooper, Tommy, Thomas."
