Headstart: Former Supreme Court Associate Justice Antonio Carpio on Wednesday, February 25, said Philippine courts cannot effectively prosecute former President Rodrigo Duterte and his co-perpetrators for killings during the bloody drug war because there were no formal charges filed, and no preliminary investigations were conducted against Duterte in local courts.
He added that proving these crimes is nearly impossible because the police reports from Duterte’s administration are reportedly missing.
"The DOJ cannot find them, that is why they cannot start the investigation,” Carpio said, claiming that all records were ‘cleaned up’ during the former president’s regime.
