This is a ROM hack for Street Fighter II Special Champion Edition by Suhail Hafeez, which changes the color palettes.

Changes: Stage and character colors are updated, with better shading on stages like Chun-Li’s, Ryu’s, Ken’s, and E. Honda’s. Zangief and Dhalsim have too much green. New character color options on the select screen.

Technical Fixes: Includes Stef’s clear PCM and FX fix patch, removes regional lockout, and fixes slow music for PAL 50Hz consoles.
