This video is about whether the prosecutor can use an old out of state DUI that has been expunged against you. Some states still have expungement or withholding of adjudication, both mean you do not have a prior "conviction" on your record for DUI BUT just because a conviction is not recorded doesn't mean the DUI still won't show up.

Out of state driving records show prior out of state DUIs even if they have been expunged and did not result in a criminal conviction. Pennsylvania DOT and Florida DHSMV both have ways to avoid convictions on first time DUI but they also still show them on your driver's license histories.
