Описание: The Portland Development Commission (PDC), through a combination of financial programs, project management, construction projects, and technical expertise, helps grow businesses and jobs, revitalizes neighborhoods, helps low-income families buy or repair homes, and ensures new housing is available to people of varying incomes.

As the city's urban renewal agency, PDC uses urban renewal as a tool to help specific areas of the city realize capital projects -- parks, streetscape improvements, community centers, and the like -- that would not happen on their own. Urban renewal is a state-sanctioned program designed to help communities improve and redevelop areas that are physically deteriorated, unsafe, or poorly planned. The agency's main goal is to use public funds to stimulate private sector investment, job creation and expansion of the tax base. Simply put, PDC is a customer service organization linking people and resources to help make Portland a great place to live.

Old Town/Chinatown is Portland's oldest neighborhood and one of the most diverse. This is a community that is rich in resources -- its people, its buildings, its important location in the heart of Portland.

Our goal is to develop Old Town/Chinatown into a vibrant, 24-hour, mixed use, urban neighborhood, rooted in a rich historical past. We invite new businesses to share our vision. Historic Old Town is a community that supports people from all walks of life, understanding that cultural and historical diversity creates connectivity of our past, present and future.

We must be specific in defining what we want our neighborhood to look like. We must put in place a process that encourages the development we desire. A primary role is in the determination of the use of public funding, and how that funding can entice private investment.

3rd & 4th Avenues are the heart of the district. 4th Avenue is the historic center of the Asian community. The 3rd and 4th Avenue corridor includes several parcels available for new development and existing buildings appropriate for rehabilitation.

Old Town possesses a unique multi-cultural identity, including a rich heritage of Chinese, Japanese, and Greek communities. Portland's Saturday Market, a vibrant arts community, and the nightlife district combine to make it a dynamic hub of creative activity. Throughout the revitalization process, those who live and work in this historic area will join with the City to ensure protection of the historic and cultural assets that make up the identity of the neighborhood.
