Before 2014, the city of Edina identified portions of the water distribution pipe network for replacement based on network age and repair history. Based on observed evidence, a significant portion of replaced pipes remained in good condition. However, Edina proactively searched for
solutions that would lead to a more targeted pipe replacement program and support coordination with other infrastructure investments like road reconstruction. In 2015, Edina implemented a pipe replacement program to maintain levels of service and upgrade the network in a gradual
manner with minimal impact to residents in a given year. The city developed a protocol based on acoustic measurement technology to translate remaining pipe wall thickness measurements into pipe replacement plans. Edina’s experience is presented as a case study including the return on investments in pipe condition assessment, the proportion of allocated pipe replacement funds that could be redirected, how the city integrated condition data into its condition assessment process, lessons learned, and next steps.
