The state government has engaged the Kochi Metro Rail Limited
(KMRL) as the special purpose vehicle (SPV) for the construction of three flyovers at Sreekaryam, Ulloor, and Pattom, that are part of the preparatory works for the proposed light metro rail project in the state capital.
The government engaged the KMRL instead of Kerala Rapid Transit Corporation Limited (KRTL), which was the SPV for the construction of the flyovers. The state government had given administrative sanction for the implementation of the light metro rail system by the KRTL, in Thiruvananthapuram and Kozhikode, at a total estimated cost of Rs 5,510 crore and project completion cost of Rs 6,728 crore. Later, the government revised the administrative sanction for the project to Rs 7,446 crore. As part of the policy decision of the ministry of housing and urban Affairs (MoHUA)
that only one agency is required as the SPV in transport projects in a state, the light metro projects in Thiruvananthapuram and Kozhikode and the work of the three flyovers being executed by KRTL in Thiruvananthapuram were handed over to the KMRL.
