Location: Northeast of Hyrule, at Goron City. You must have dealt with Vah Rudania first. Talk to Ramelia (the only Gerudo in the city) wandering around from the inn.

After trading 10 pieces of Amber, this woman can give you a lot of money by trading gems with her, though what she asks later changes with each day.

Also, there's the problem she doesn't ask for just one piece but several of them. If you want to cash in real good...patience is key.
