On the CDs for various older versions of Windows, there were small collections of videos likely meant to show off the then-new multimedia capabilities of the OS. This is a short animation done by Microsoft (it seems, at least, like that's the case) welcoming users to Windows 95 and hyping them up for the Start Menu. It was, after all, the first version of Windows to ever use the now-ubiquitous taskbar-and-Start-Menu layout.
