“That’s why we act when systems fail the very children they are meant to protect. Too often, state agencies divert foster youth’s earned Social Security survivor benefits—resources intended to support their future.
“In December, ACF formally notified 39 governors that their states engage in this practice. Our goal is clear: these benefits must no longer be taken from foster youth, but preserved to help them build stability as they transition out of state care.
“I’m grateful to Idaho Representative Josh Tanner for introducing legislation to end this practice, and I hope other states follow Idaho’s lead. As Rep. Tanner said, this is not a budget issue. This is a moral issue.” – ACF Assistant Secretary Alex J. Adams
