The Canadian Radio-television and Telecommunications Commission (CRTC) is calling on the big three to justify charges that, it says, may break new rules that ban activation fees.
The consumer protection rules, implemented on June 12, 2026, prohibit administrative charges for activating, modifying or cancelling internet or cellphone plans.
These are the fees the CRTC has flagged: A $40 device handling charge by Bell, a $15 SIM card fee by Telus and a $40 device setup charge by Rogers. The CRTC argues these fees discourage consumers from switching providers.
As Jacqueline Hansen reports, telecoms must provide justification for their new fees by July 30.
