The game is set in the future, in the wake of a massive air pollution and economic disaster in Tokyo, Japan. The capital is relocated and the now 'Old Tokyo' as it's become known has become the battleground of a new breed of public entertainment called Rumbling. The spectators of this new 'sport' view from up high on a massive airborne viewing station. As the Scoobies battle to death. But a Scoobie is more than just a high-speed, heavily armed Mech. Scoobies have an unprecedented stealth capability - turning invisible at while for a brief period of time.

The stakes are high. The enemies are ruthless. And the action is intense. Welcome to the world of Rumbling!!

The game centres around you as you enter this world of Rumbling in Old Tokyo, as you meet fellow pilots and work your way up through the ranks by entering battles and working your way up to defeat each of the area champions and the over all champion Rider. In order to compete in a match you're required to have a functioning Scoobie and an AI chip to handle the various tactical elements of your Scoobie. You can stick with a basic AI chip that offers rudimentary controls of your Scoobies system, but the smart rider will get an Animal AI chip that gives unique benefits in combat. Benefits like a more advanced targeting system that allows you to pick off an opponent from greater distances or a greater chance that they will create a shield when you really need it.

The three manufacturers of Scoobies are; Ventuno, Kojima, and American Stars. Each manufacturers Scoobie frame has various advantages. Such as a light speedy frame that sacrifices durability for manoeuvrability. To a heavy weapons Scoobie that takes a pounding as it dominates the opposition with combination attacks. The choice of how you kit your Scoobie out is entirely up to you (weight limits being the only real issue). If however you can't afford a new Scoobie you can buy a second hand one and fix it up to compete.

The game was often called The Grand Tourismo of Mech games, as the amount of parts, weapons and combinations are staggering. It meant that you could play the game multiple times with completely different Scoobie set-ups nearly every time and have a near completely different combat style and tactics from your first time round.
