In primary (1°) alkyl halides, the carbon atom that is directly bonded to the halogen atom is itself attached to only one other carbon atom.
So, the carbon with the halogen has:
1 bond to the halogen (X)
1 bond to another carbon
2 bonds to hydrogen atoms (in the case of a simple alkyl group)
Thus, the carbon attached to the halogen is further attached to 1 carbon atom.
