Ghana's decentralization policy aimed to promote popular participation, accelerate local development, and improve the delivery of basic services in a responsive manner. It also sought to enhance inclusiveness, efficiency, transparency, and accountability. However, despite these goals, women, who make up the majority at the local level, continue to be
marginalized and underrepresented.
Women have not reached the UN-recommended 30% threshold in district representation, highlighting gender-based exclusion as a significant barrier to equality in participation. This underrepresentation creates a democratic deficit by failing to fully utilize women's expertise, knowledge, and experience.
