According to research conducted by Diaconia University of Applied Sciences found out that in 2023, foreign-language speakers paid €2.7 billion in taxes and received €2.4 billion in social benefits. Their net contribution was €225 million. In contrats, native-language speakers had a negative balance of €5 billion for the same year.
The researchers used full population data from Statistics Finland and the Social Insurance Institution (Kela), including tax, employment, demographic and benefit records. Foreign-language speakers were identified based on mother tongue, not nationality, to ensure greater accuracy.
Foreign-language speakers make up about 10 percent of the Finnish population, but only 5 percent of all social transfers. Their employment rate was 61 percent, higher than the 50 percent rate among Finnish or Swedish speakers.
