Sir Paul Tucker (Harvard Kennedy School, Chair of The Systemic Risk Council, and Senior Fellow, Center for European Studies, Harvard University, Cambridge, Massachusetts, USA) zu seinem Vortrag "How the ECB and Other Independent Agencies Reveal a Gap in Constitutionalism":
“The development of independent monetary authorities and other agencies, insulated from day-to-day politics, has been remarkable. Today's central banks, armed with regulatory and quasi-fiscal powers, rank alongside the judiciary and military as pillars of unelected government. This has exposed a gap in the application of our deepest constitutional values, revealing the extent to which political theory and practical institution building have drifted apart. In this lecture, I will set out the principled constraints needed to square the independence of central banks and regulators with the values of democracy, rule of law and constitutionalism. At its center will be the tension between credible commitment and democratic choice, the value of rich public debate and oversight, and the need for clear objectives that can be monitored.”
