After completing Priority: Palaven, you can find Garrus at the Docks Holding Area on the Citadel discussing the aid for turian refugees with another turian. He will tell Shepard about the dire situation on the battlefield.
If Garrus has confided in Shepard about his family, Shepard will ask him about them. In turn, Garrus will express concern about Shepard's mental state. If you pick the Paragon option, Shepard's response will vary based on how far you've progressed the main story, as Shepard remembers the latest challenge they've had to face so far.
