Victoria Police have urged two men involved in yesterday's frightening incident in Melbourne's Bourke Street Mall to hand themselves in after pedestrians were forced to run for their lives.

A car went speeding through the pedestrian zone just before 5pm, but investigators believe the driver wasn't trying to commit an act of terror.
The pair managed to escape police, who found their car abandoned in a carpark hours later.
