Is it a bug? Is it just insane luck? I don't know for sure, but after testing it multiple times, the "55 Pity Method" has yielded double 5-star drops in 4-5 out of 7 cases.
In this video, I’m showing you exactly what happens when you hit a x10 Draw at a specific moment in the pity cycle. If you're going to pull anyway, you might want to try this.
The Method:
Build your Pity Counter to exactly 55/60 using single pulls.
Do NOT do a single pull at 55.
Perform a x10 Multi-Draw.
The game overcalculates the guaranteed drop, often resulting in 2x 5-Star Characters.
