Описание: Following the formation of the 8th Central Pay Commission (8th CPC), the National Council for Pension and Salary (JCM) and employee organizations have demanded significant increases in pensions and salaries. These key demands of pensioners and employees are expected to be implemented from January 1, 2026. 


The main demands put forth by the employees' unions and pensioners are as follows:

Restoration of Old Pension Scheme (OPS): The most prominent demand of the employees' unions is the reintroduction of the old pension scheme, which is a major issue for the employees who joined service after January 1, 2004.

Increase in fitment factor: As against 2.57 in the 7th CPC, employees have demanded a fitment factor of3.83 or 3.25 for the 8th Pay Commission .

Increase in minimum wage and pension: The minimum basic pay is expected to be increased from the current ₹18,000 to ₹69,000 per month. Additionally, the minimum pension is expected to increase from ₹9,000 to over ₹25,000.

Determination of Pension:It has been demanded to give 67% of the last drawn pay as pension to retired employees.

Family Pension: There has been a demand to fix the family pension at 50% of the last salary.

Pension revision in 5 years: Pensioners are demanding that pension revision should be doneevery 5 years instead of every 10 years.

Other key demands:

Fixed medical allowance: There is a demand to increase the medical allowance from ₹1,000 to ₹20,000 per month in non-CGHS areas.

One Rank One Pension (OROP): There is a demand to implement the 'One Rank One Pension' system for civil servants like defence personnel.

Restoration of Commission: Demand for full restoration of pension after 11 years.

Leave Encashment: There is a demand to increase the leave encashment on retirement from 300 days to 400 days.

Increase in Gratuity Limit: There has been a demand to increase the maximum gratuity (DCRG) limit to ₹75 lakh.

Age-based additional pension: There is a demand to introduce additional pension (from 5% to 100%) from the age of 65 years.

Restoration of Pension Commutation: There has been a demand to restore commutation of pension after 11 years. 

Military Service Pay (MSP) Increase: The Army has recommended increasing the MSP or maintaining it at the current level. The Army Pay Commission Cell (APC Cell) has pushed for an increase in the MSP for JCOs/ORs.

Disability/War Injury Pension: There has been a demand to improve the rules of disability pension and link it with the new pay matrix.

Merger of Levels from 18: The 7th Pay Commission proposes to reduce the existing 18 pay levels and merge them into only 7-8 broad pay scales .

Merging lower levels: To eliminate the significant pay gap between lower-level employees (Level 2 to Level 5), they could be merged into a higher pay grade. For example, there are calls to merge Level 2 with Level 3, and Level 4 with Level 5.

Merger of DA: When the dearness allowance (DA) crosses 25%, it has been demanded to be completely merged with the basic pay. 

Increase in minimum pay (demand for ₹69,000): The starting basic pay at the lower level (Level-1) of the pay matrix is ​​proposed to beincreased from ₹18,000 to ₹69,000 .

Elimination of pay disparities: Bringing uniformity in pay scales across different departments.

Career Growth: Ensuring better promotion opportunities and career growth for the employees.

Reducing complexity: Making pay structures less complex and more transparent. 

If this proposal is implemented, employees in the lower pay scales could see a significant increase (20-35%) in their basic pay. 


Key demands of Railways in the 8th Pay Commission:

Dearness Allowance and Arrears: There is a demand to merge the Dearness Allowance (DA) with the basic pay if it exceeds 50% for the pay applicable from January 1, 2026.

Kilometre Allowance (KMA): Kilometre Allowance and other allowances for running staff (loco pilots, guards) increased by up to 25%.

Old Pension Scheme (OPS): Railway employees' unions are demanding the restoration of the old pension scheme.

Pay Anomalies: Demand for improvement in classification of posts and pay scales by Technical Supervisor (IRTSA). 

Railways' Preparation:
To handle the burden of salary hike, Railways is cutting its operational costs to absorb the financial impact of 8th CPC.
