Possible removal of Hamilton County Schools' educator diversity policy raises questions

A debate over diversity, equity, and inclusion (DEI) is taking center stage in Hamilton County Schools, as community leaders push back against possible removal of the district’s educator diversity policy.
The discussion follows a tense exchange among school board members last week and a statement from the Chattanooga-Hamilton County NAACP expressing concern over what it calls pending action against DEI policy.
Supporters argue changing the measure helps ensure students have access to qualified teachers, while critics question whether it’s discriminatory.
This comes after a debate between board members last week over making changes to the district's DEI measures.
In a statement released Tuesday, the Chattanooga-Hamilton County NAACP said they were “greatly disturbed” by the district’s pending action against DEI policy.
They emphasized that federal education law requires public schools to ensure equal access to a high-quality education.
HCDE attorney Scott Bennett says the district began reviewing its policies after Tennessee passed legislation in 2021 restricting DEI initiatives in public schools.
But that law, along with a state board rule on educator diversity, has since been repealed.
Hamilton County parent Angela Favaloro says she believes there’s been a misunderstanding about what the policy actually does
"It gets misrepresented in the fact that, like, we have some kind of quota, or that someone is not qualified in the same way."
Favaloro has one child in Hamilton County Schools and another who recently graduated.
She says it’s time to clear up what she calls confusion surrounding the district’s educator diversity policy.
"All educators that are hired have the same requirements for credentials, background checks, and qualifications. So, this is about how we hire people, and how we hire good people," Favaloro says.
Her concerns come as the Hamilton County School Board considers possible changes to that measure.
Current policy says students deserve access to 'diverse, effective teachers and high-quality instruction.'
It also directs the district to set goals to recruit and retain minority educators, including reviewing hiring practices and reporting progress each year.
During last week’s meeting, board member Felice Hadden said she’s open to discussing why she proposes getting rid of ensured diversity at the next policy meeting.
"I choose to wait till March 5 to discuss it."
Board member Jackie Thomas pushed back.
"If people would do the right thing, we wouldn't need this."
In a Facebook post, board member Karitsa Mosely-Jones called the proposal “beyond absurd,” writing “this is discriminatory and silence is not an option.”
Data from the Tennessee Department of Education shows Tennessee’s student population is significantly more diverse than its teacher workforce, a gap policies like this are designed to address.
But not everyone agrees the diversity option is necessary.
"I think it's a step forward in a positive direction," parent James Berry says.
Favaloro adds that being intentional about diversity does not mean lowering standards.
"A lot of people want to put a lot of focus on the demographics of this and saying things like, 'we should be color blind' and things like that. But honestly, if we're not intentional about representing our communities, we're erasing them."
We reached out to board member Felice Hadden about the policy. She declined to comment.
Board members are expected to vote on the removal of the educator diversity policy on March 12th.
The board is expected to discuss the issue in a policy meeting on March 5th.
