Obtaining Reshii Wraps
Reshii Wraps is the new Artifact cloak in Patch 11.2, unlocked at the end of Chapter 3 of the main storyline, rewarded from the quest The Tabiqa. This quest also gives your first Fiber (adds a secondary stat) and 3 Ethereal Strands (used for upgrades).

Afterward, you’ll get A Skip Through the Void, sending you to Hashim in Overlook Zo'Shuul (K'aresh) for Phase Diving and upgrade instructions.

For alts, you can redo the storyline or skip it. Skipping means no cloak from the campaign; you must speak to Hashim and choose “I need new Reshii Wraps.” Skipping also bypasses Phase Diving quests, allowing immediate upgrades.

Socketing Fibers
Reshii Wraps has one special Fiber socket for a secondary stat:
Rare Fibers (100 each from Hashim, 1 free from The Tabiqa):
Chronomantic (Haste) - Dexterous (Versatility)
Energizing (Mastery) - Precise (Critical Strike)
Epic Fibers (crafted by Khaz Algar Tailors, unlocked at Renown 5 with K’aresh Trust):
Pure Chronomantic (Haste) - Pure Dexterous (Versatility)
Pure Energizing (Mastery) - Pure Precise (Critical Strike)
Fibers can be removed anytime via the cloak’s socket interface.

Upgrading Reshii Wraps
Upgrades use Ethereal Strands, earned from: Patch 11.2 campaign (first 3 from The Tabiqa)
Warrant quests in K'aresh
Delve chests
Manaforge Omega raid bosses
Season 3 dungeon bosses
PvP wins in Season 3
Every 3 Strands = 1 talent point, increasing item level up to 730. Talents unlock weekly (rolling cap). Strands are warband-wide. Stats, Fibers, and effects scale with item level.

Talent Progression
Boon of the Reshii (694→701): Unlocks Ethereal ability & Phase Diving.
Secrets of the Depths (701→707): Access secret Delve rooms, find Phase Orbs (+5% Primary Stat).
Orbs of Power (707→714): Enemies drop Phase Orbs; mount while Phase Diving.
What Lies Beyond (714→720): See Phase-Lost Exchequer chests.
Regalia of the Reshii (720→730): Power of the Reshii achievement + matching hood & shoulder transmog.

How to easily obtain Ethereal Strands
Ran 3 Tier 1 delves and obtained 1 from each.
but you can only spend 3 per week per character
As this is a hidden currency, you can't see it on your currency tab. Use this macro to check how much you have and the maximum you can earn at the moment:

How to get your Reshii Wraps on an alt:
Using the Patch 11.2 Campaign Skip And Obtaining Your Reshii Wraps
On your alt, follow the campaign until "Return to the Veiled Market." When offered "Restoring Operational Efficiency," you'll see the option to skip the campaign.

The skip unlocks K'aresh World Quests but not Reshii Wraps. For the cloak, fly to Overlook Zo'Shuul and speak with Hashim. Choose the option to receive Reshii Wraps.
Speak to Hashim again to upgrade your cloak using your account-wide Ethereal Strands.
