Le Xuan Khoa came to the United States as a refugee in 1975, and became president of the Southeast Asian Task Force (SEARAC). He became a visiting professor at Johns Hopkins University School of International Studies (SAIS) in 1996 and in 2007, he was invited by former Vietnamese Prime Minister Võ Văn Kiệt to discuss democratization and the market economy.
