The UN Resident Coordinator in Ukraine highlighted new challenges in the humanitarian response in the country, including the winter months, newly released areas and trauma of the population.
Briefing journalists in New York on Thursday (20 Oct), Denise Brown said that the lower temperatures mean humanitarians are “having to respond to really acute needs of the population.”
According to the coordinator, “people who have been displaced by the war, people have lost their homes because of the war and now find themselves in very, very precarious situation over the winter months.”
Brown described the second challenge, areas that have been occupied over the past eight months, particularly Kherson and Kharkiv, as “extremely complicated.”
The UN official said “the contamination by mines is not yet known”, but the government is talking to the UN and Member States “about new to reinforce the capacity, equipment, materials and training about the other parts of the world.”
The third new dimension, Brown told journalists, is the trauma of the population in areas of conflict.
The resident coordinator described a visit to Balakliya one month ago, when the area was liberated, where the community is predominantly an older population.
“So these are people with limited mobility and their trauma was visible. And I'm used to when I go to humanitarian distributions and provision of services, a lot of noise, a lot of movement, and it was deathly silence,” Brown recalled.
After presenting these new dimensions to the crisis, Brown reiterated that “the war is not over” and “the humanitarian needs are growing, not diminishing”, with new groups of the population in need of assistance.
