On March 13, 1962, General Lyman Lemnitzer, Chairman of the Joint Chiefs of Staff, presented Secretary of Defense Robert McNamara with a top-secret proposal titled "Justification for U.S. Military Intervention in Cuba." The document, later known as Operation Northwoods, contained a series of false flag operation proposals designed to manufacture a pretext for a full-scale American military invasion of Cuba.
The proposals were extraordinary in their scope and cynicism. They included staging bombings in Miami and Washington, D.C., and blaming them on Cuban agents. Sinking a boatload of Cuban refugees — real or simulated — in the Florida Straits. Hijacking American commercial aircraft. Attacking the U.S. naval base at Guantánamo Bay with friendly forces disguised as Cuban military. Creating a "Remember the Maine" incident by blowing up a U.S. Navy ship in Guantánamo Bay harbor. And orchestrating a campaign of terror in Miami's Cuban exile community to generate public outrage.
The document explicitly stated that casualties — American casualties — could be arranged to maximize the emotional and political impact. The plan was not the work of a rogue officer or a fringe element. It was developed by the Joint Chiefs of Staff, formally approved by every branch of the U.S. military, and signed by the Chairman. It represented the official, coordinated recommendation of America's highest-ranking military leaders.
President John F. Kennedy rejected the plan. Shortly after, Lemnitzer was removed as Chairman of the Joint Chiefs, though he was reassigned as Supreme Allied Commander of NATO rather than disciplined. The document remained classified until 1997, when it was declassified as part of the John F. Kennedy Assassination Records Review Board's release of documents. The full text was published by the National Security Archive at George Washington University, and anyone can read it today — signatures and all.
