See how I shoot long exposure seascape photography to smooth out the waves of the ocean. I use a Lee Filter System neutral density filter to give rough water a silky smooth appearance.
In the video I talked about a 1/2 second shutter speed to capture movement of the water rushing down the sand. In fact, I found a faster shutter speed of 1/3 second to be better for this. Even 1/4 second looked great. The faster the moving water, the faster you need your shutter speed. If you use a longer 2 second shutter speed on fast-moving water then you will lose the texture of the surface of the water. So remember, the faster the water, the faster the shutter speed if you are going for a movement effect in your photo.
