急変によって、山で充分なエサを確保できないため、また過疎化による耕作放棄地の増加によって、そこに草木が生い茂りヒグマの移動ルートになってしまうことが考えられる。
1915年(大正4年)12月、北海道苫前郡苫前村三毛別でヒグマが開拓民の集落を二度に渡って襲撃し7人もの死者を出した事件があった。12月9日、一度目の襲撃が民家であり、二人が犠牲となった(女性1人 男子6歳1人)。翌12月10日、9日に犠牲となった二人の通夜の席で同じヒグマの襲撃に遭い、一度は追い返すが再び襲撃され、妊婦、幼児を含む5人が犠牲となった。日本史上最悪の熊害と評されることもある。この事件の原因となったのは、明治以降の北海道内陸部の開拓で、野生動物と人間の活動範囲が重なった結果と考えられている。ヒグマは食べ物がある場所を覚えると、必ず同じ場所に再び出てくる。そして人間の肉の味を覚えると、捕食の対象として認識し人間を狙って襲う様になり、子がいればそれが受け継がれる。従って人間を怖がることはない。山林へ入る時は、必ず複数で行動する、生ごみ等は収集日以外は野外に捨てたり放置しない等の徹底した被害防止対策が必要である。北海道の大部分は元々山林であり野生動物の生息区域であった。

When entering the forests, it is necessary to take measures to prevent damage, such as always traveling in groups and not throwing or leaving food waste outside except on collection days.Most of Hokkaido was originally forested and a habitat for wild animals.
