वार्षिक शिक्षा स्थिति रिपोर्ट (Annual Status of Education Report -ASER) 2024 के जो निष्कर्ष अभी हाल में जारी किए गए हैं, वे नई उम्मीद जगाते हैं। गैर-सरकारी संगठन ‘प्रथम’ द्वारा जारी की जाने वाली यह रिपोर्ट आमतौर पर एक गंभीर रिपोर्ट मानी जाती है जो भारत के स्कूलों में सीखने के अंतर का जायजा लेती है। इसके मुताबिक भले ही स्कूलों में सीखने में व्यापक अंतर मौजूद है लेकिन इस सर्वेक्षण के अनुसार कई सकारात्मक निष्कर्षों तक पहुंचा जा सकता है और देश को अब इस पर तवज्जो देने की आवश्यकता है। रिपोर्ट में नई शिक्षा नीति (NEP) की भूमिका और इसमें बुनियादी साक्षरता के साथ-साथ गणना से जुड़े पहलुओं पर जोर देने के कारण बेहतर परिणाम दिखने की बात का जिक्र है। ग्रामीण क्षेत्रों के छात्रों को लेकर किए गए अध्ययन वाली ‘असर’ की रिपोर्ट बताती है कि देश में छह से चौदह वर्ष के बच्चों के पढ़ने की क्षमता और गणितीय कौशल में कोरोना संकट के बाद सुधार देखा गया है। आंगनबाड़ी केंद्र इस उम्र वर्ग के बच्चों के लिए सबसे ज्यादा काम करते हैं। यह एक स्वागत योग्य रुझान है। नामांकन बढ़ने से बच्चे न केवल औपचारिक स्कूली शिक्षा के लिए तैयार होंगे बल्कि इससे टीकाकरण और इससे जुड़े सभी पहलुओं की दिशा में काम करते हुए उनके समग्र विकास में योगदान दिया जा सकेगा। दरअसल, सरकारी स्कूलों में शिक्षा की गुणवत्ता को लेकर भरोसा कायम करने की जरूरत है। वैसे सरकारी स्कूलों में भी स्मार्टफोन इस्तेमाल करने वाले बच्चों की संख्या बढ़ी है।
स्कूली शिक्षा और साक्षरता विभाग की ओर से संचालित डेटा एग्रीगेशन प्लैटफॉर्म की यूनिफाइड डिस्ट्रिक्ट इन्फॉर्मेशन सिस्टम फॉर एजुकेशन (UDISE) प्लस की ताजा रिपोर्ट पर भी गौर करना होगा। रिपोर्ट में स्कूली शिक्षा में बुनियादी सुविधाओं में सुधार हुआ है, लेकिन डिजिटल सुविधाओं में असमानता बनी हुई है। करीब 90% स्कूलों में बिजली और जेंडर स्पेसिफिक टॉयलेट जैसी सुविधाएं हैं। स्कूलों की संख्या बढ़ी है, लेकिन एनरोलमेंट में गिरावट देखी गई है। सेकंडरी स्टेज में ड्रॉपआउट दर बढ़ी है, और राज्यों के बीच टीचर-स्टूडेंट रेश्यो में भी अंतर है। हाल केंद्र सरकार ने डेढ़ दशक पहले की नो डिटेंशन पॉलिसी को समाप्त करने की जो घोषणा की है उसका भी आने वाले समय में शिक्षा के स्तर में सुधार दिखायी देगा।

The recently released findings of the Annual Status of Education Report (ASER) 2024 bring new hope. This report, published by the non-governmental organization 'Pratham,' is generally regarded as a serious study that assesses learning gaps in Indian schools. While learning gaps persist in schools, the survey identifies several positive trends that need attention. The report highlights the role of the National Education Policy (NEP) and its emphasis on foundational literacy and numeracy, leading to improved outcomes.The ASER report, based on a study of students in rural areas, indicates that children aged six to fourteen have shown improvement in reading abilities and mathematical skills after the COVID-19 crisis. Anganwadi centers play a significant role in working with children of this age group, which is a welcome trend. Increased enrollment not only prepares children for formal schooling but also contributes to their overall development by addressing aspects such as immunization.Building trust in the quality of education in government schools remains crucial. Notably, the number of children using smartphones in government schools has also risen.
Additionally, attention must be given to the latest report from the Unified District Information System for Education (UDISE) Plus, a data aggregation platform operated by the Department of School Education and Literacy. The report indicates an improvement in basic infrastructure in schools but highlights persisting disparities in digital facilities. Around 90% of schools now have access to electricity and gender-specific toilets. While the number of schools has increased, there has been a decline in enrollment. The dropout rate at the secondary level has risen, and there are disparities in teacher-student ratios among states. The central government's recent decision to discontinue the No Detention Policy, introduced over a decade and a half ago, is expected to contribute to improvements in education standards in the coming years.
