How to Find Ukraine’s Highest-Priority Public Investment Projects in DREAM

Описание: The most important, strategically justified, and implementation-ready initiatives are consolidated in the Single Project Pipeline of the State (SPP).
Under the new Public Investment Management reform requirements, the State SPP was formed for the first time in July 2025.
It includes 131 projects and 64 state-level programs.
Each initiative has been prepared and substantiated under the new methodology, passed sectoral and expert appraisal, and was approved by the Strategic Investment Council.
For international donors and development partners, the SPP is more than a list of projects.
It is:
A clear statement of national priorities
A structured and government-endorsed investment pipeline
A transparency and accountability mechanism for public funds
A quality benchmark of state-level planning and effectiveness
A single, data-driven entry point for investment decisions in Ukraine
All projects and programs are publicly available, fully transparent, and open for monitoring in DREAM.
