U.S. Customs and Border Protection officers handcuffed and detained two teenagers in south Minneapolis Wednesday afternoon.
MPR News photojournalist Ben Hovland observed the arrests and said the agents appear to have rear-ended a silver-colored SUV carrying the two minors.
Agents took a teenage boy into custody after taking a picture of his face. The young man appeared frightened as he was led away to a federal law enforcement vehicle. The driver, a teenage girl, was seen handing agents a U.S. passport book. Agents appeared to check her identification before putting her in cuffs.
Hovland said the girl was crying as she leaned forward in the back of a Border Protection vehicle.
A crowd of observers gathered and filmed with their phones from the sidewalk, some chanting “ICE out!” As agents tried to leave the scene, at least two bystanders were arrested as agents deployed tear gas and pepper spray.
