After I grabbed the Cryolator through normal means, I reverted to a much earlier save in order to test and record this method.
As the title says, you can get Dogmeat to retrieve the Cryolator for you even if you have zero points in Locksmith.
Make sure the Cryolator is in view then
Command → Talk → Fetch → Item
Note: Companions can be finicky if they follow you into Vault 111 or not, Dogmeat especially. Took me multiple tries before he finally appeared.
Save before entering the vault and just keep reloading and entering until Dogmeat (or whatever companion) finally shows up.
