Building houses or apartments for owner-occupiers is harder and more costly to fund, and as each unit has to be sold much further along with the construction phase to individual buyers it becomes far more risker. By restricting other forms of development you do not reduce the risk.
There has been a lot of plans from the Help to Buy scheme and the new shared equity scheme. The schemes are aimed at the supply side in terms of making more developments feasible, but they increase demand is more significant and in turn, these schemes increase prices.
To create affordable homes, we need to look at the cost side there could a lot of quick wins if the government wanted to make homes more affordable.
Solution 1.
Remove 13.5% vat on new developments that are aimed at the affordable market. That could be a saving of €30 to €40k per unit.
Remove council contributions where developers agree to selling to the affordable market, could be a saving of €14k per unit.
Ireland design standards are significantly bigger than other European cities. A 10 sqm reduction could result in a €25,000 reduction in costs per unit.
While getting better, there is still a huge planning requirement to provide car parking in apartments, there is less car dependency in the cities and that trend is likely to continue. A lot of city centre apartment blocks have empty basement car parking. It is costly to construct basement car parking and it can cost as much as €75,000 per space in a double basement car park.
If you, removed vat, council contributions, a car parking space and made the apartment 10 sqm smaller you could have saving as much as €154,000.
