measures at its Chernobyl nuclear power plant would cost $4
billion and insisted it could not afford to close down the site of
the world's worst nuclear disaster. Deputy prime minister Valery Shmarov told a Vienna news conference that Ukraine also needed Western
cash to speed the construction of new reactors and the eventual
decommissioning of Chernobyl.
