3. SOUNDBITE: (English) Ted Kulongoski, Governor of Oregon:
"You know sometimes you get looking at an event, like what has happened here in Iraq over the last thirty five years and you think that its the whole history of the country, when the truth is this is one of the greatest nation states in the whole world. It's one of the oldest, it's the cradle of civilisation. It's a beautiful country and it's a beautiful people. And I think that the United States has a tremendous committment along with other members of not only the existing coalition but the growing coalition. But I expect the administration to work it out with Germany and France and that we'll have an international coalition here, and it is international because there is a role for the United Nations in this. And I think when this all gets done it's an issue for the Iraqi people to decide, we can't bring democracy to them, they have to want their freedom, they have to want to work together to be able to achieve that."

"When the new deployment of troops occurs nearly 35 percent will be members of the guard and reserves. They come from our respective States. When we say the United States of America with this delegation the emphasis is on States and our dual role as our commanders in chief of our guard back home and so it shows the need that the military has to utilise the guard and reserve. It also shows the resolve that the United States of America has in seeing through this operation of Iraqi freedom."

"In speaking with the people here today we are coming to learn that the nature of this mission is changing because the terrorists are now focusing on those assets and targets and infrastructure in Iraq in an effort to set back democracy and freedom in this nation to try and intimidate the Iraqi people as they move towards freedom and democracy."

9. SOUNDBITE: (English) George Pataki, Governor of New York:
"It's clear that freedom is the most powerful tool we have in the war against international terror when you have free societies you take away government support, you take away financial support and most importantly you should take away the recruiting grounds. And the attacks of September 11 were aimed at taking away American freedom they failed. The attacks here in Iraq here today are aimed at trying to prevent the Iraqi people from having freedom."

"I am struck all day long by the enthusiasm, the optimism, the committment of America's men and women to this mission in Iraq. The clearly understand this is not only about liberation of Iraq and the establishment of a new nation of Iraq, but it really is about the global war on terrorism. No-one that I spoke with throughout the day sees it any differently whether they were an American or an Iraqi. Everyone knows that this, truly, is the scene, right now,of the war on terror."
