You MUST pick Charlemagne with France (there are undoubtedly other combos, but this works 100%)
Leaders in the game (MUST include in the next first 4 slots): Ashoka, Simon, Catherine, Hideyoshi (Not sure if you can get around him with another leader, maybe try Confucius with British to match the bias)
