Anyway, I'll talk about Jessie FR for a bit.

Strict FR conditions but that's cap. The only strict condition is the delay/turn manipulation that adds 20%.
Range brv dmg for 20% increase is a bit stricter but that's it. While the last is so simple; just make sure the enemy doesn't get a turn and this is the chunk of her FR that adds 40%.

The real problem with her FR is the amount of units that can fulfill all these conditions are not updated and so few. If you use them, it drops overall damage by a whole lot. But is Jessie FR ain't good enough among the rest? Let's look at other on turn FRs.

I see the trend here among On turn FRs:
1. A unit gets an absolute amazing on-turn FR increase but those have strict conditions (ie. Jessie 80% total, Enna 80% total)

2. Get a generic FR that can increase FR% decently (60% like Fusoya, Iroha, etc) In which case Penelo is just an outlier, very easy FR conditions for 70%! Lilisette deserves a mention too for having the ability to get 70% increases. The only difference is Lilisette don't have a BT and her damage is so far from Penelo who can also supercharge the gauge in her FR.

So what do I do with this information? Look again among how the standard FR increases the gauge. On average it is 60%. Now do you get it?

Instead of focusing to fulfill every FR condition of Jessie, try and focus on fulfilling 2 of these conditions:

1. The first condition is easy enough (move after ally turn for 40%) so why not just add a range character? A range character guarantees a 60% increase.

2. Your range characters suck? So why not just add a turn manipulator or a delayer? Whether the unit is melee or magic it will still add 60%. Now that opens up a whole lot more from your roster.

So not that Jessie FR isn't good enough. I think Jessie FR is in line with current FRs and maybe a tad bit better? As Jessie herself increases it to a whopping 80% (90% when she's synergy). If not, you can still get a 60% which is average.
